Dubai tenants will benefit from one of the largest reforms to the emirate’s rental market in years. On 23 June 2026, the Dubai Land Department started Flexi rent schemes, allowing residents to pay Rent in monthly instalments, quarterly schedules and other flexible payment arrangements. For a market that has traditionally seen huge upfront cheque payments, this is a major shift to more affordable and resident-friendly housing.

It also aligns the programme with two of Dubai’s most important strategic plans. It supports Dubai Real Estate Sector Strategy 2033 for market competitiveness through innovation & customer-focused services and Dubai Economic Agenda D33 for Dubai to become one of the world’s best cities for business, investment and quality of life.

How Does Flexi Rent Work for Dubai Tenants?

In this Dubai Land Department rental programme, participating landlords and property management companies will offer tenants alternative payment options. These include:

  • Monthly rental payment instalments
  • Quarterly payment schedules
  • Semi-annual payment plans
  • Extended payment arrangements of up to 12 months in eligible cases

That 12-month extension is especially important to salaried residents, who can tie their largest monthly expense to their income cycle instead of stretching finances to pay for an enormous down payment.

Who Can Take Advantage of the Dubai Flexi Rent Initiative?

The Flexi Rent initiative is open to both new tenants signing new leases and residents already on cheque-based contracts.

Tenants who are paying annual or multiple cheque agreements can contact participating landlords and property managers to use the Flexi Rent model. This means hundreds of thousands of current Dubai renters could benefit without waiting for their lease to end.

Last year, almost 1.2 million tenancy contracts were registered in Dubai. It shows the size of the rental market and the potential reach of the initiative, DLD data show.

  • Tenants switching to the programme get a waiver on rental increases.

According to Ali Sharif Al Marzzooqi, Vice President of Property and Community Management for Deyaar Development, this will help with cash flow management, ease the financial burden and make quality housing more accessible to more tenants. It also gives professionals, families and newcomers more freedom to spread their rental payments over the year rather than making a limited number of large cheque payments.

In the first phase, the DLD has signed agreements with 12 major real estate companies in Dubai. The confirmed participants include:

In these agreements, participating companies apply the Flexi Rent model to eligible vacant and occupied residential units in their portfolios. They will also handle tenancy contracts, payments and inform tenants of their options.

The DLD will provide the regulatory and operational framework for implementation, including technical support, system integration and oversight. Participating properties will be marketed via official DLD channels, including the Dubai REST application and other digital channels.

How Will DLD Monitor the Flexi Rent Pilot Phase?

During the pilot phase, the DLD will assess the programme’s success against a set of defined performance indicators. These include:

  • Number of residential units under the programme.
  • Tenancy contracts signed under the Flexi Rent model by volume.
  • Occupancy rates for all participating properties.
  • Tenant payment compliance rates
  • Customer satisfaction & feedback scores.

Rajneel Kumar, cofounder and COO of Dubai-based Rentify, a proptech startup, says, “the trend is continuing: Demand for monthly rentals has increased. More than 70% of tenants on our platform pay monthly.” It’s become a deciding factor for many. “The cheque model is not how people budget now.”

A 2025 Visa study backed this shift: UAE residents are switching to direct debits and digital payments for rent. Changed financial habits and a booming population have created the conditions for reform.
