The UAE developer Eagle Hills has signed an agreement with Syria's Ministry of Public Works and Housing. The goal is to build homes and tourism communities across the country. The first two projects under this deal are Damascus Heights in the capital city and Latakia Yachts & Marina on the Mediterranean coast.
What the Eagle Hills & Syria's Ministry of Public Works and Housing Agreement Covers
Eagle Hills signed the agreement with Syria's Ministry of Public Works and Housing. It acted on behalf of government bodies. The deal covers planning, building and handing over projects in Syrian governorates. Both sides agreed on how each site will be studied before any work starts. This includes what roads, utilities and public services will be needed.
Damascus Heights and Latakia Yachts & Marina are the two projects named under this agreement. Both now move into the construction phase. Site work is expected to begin soon.
Mohamed Alabbar, founder of Eagle Hills said the company is investing in Syria because it believes in the country and its people. He sees chances for growth there. He added that these two projects aim to give Syrians access to jobs, business ownership and investment.
Damascus Heights
Damascus Heights is planned as a mixed-use community in the capital. It will include homes, shops, hotels and office spaces in one place. The plan also includes schools, healthcare buildings, parks and other everyday services. This mix lets residents live, work and shop without needing trips around the city. For Damascus, a project of this size means housing and steady construction contracts. It is the largest private development of its kind announced in the capital under the new agreement.
Latakia Yachts & Marina
Latakia Yachts & Marina is located along Syria’s Mediterranean coast. It centers around a working marina. The waterfront plan includes homes, hotels, branded residences and leisure spots. Latakia is Syria’s port city. A marina with yachts can offer something the city has not had before: a reason for visitors to arrive by sea and stay. Eagle Hills expects this project to bring tourist spending into the area. It also hopes to keep hotel and service jobs going once construction ends.
Work for Firms and Workers
Eagle Hills said that Syrian contractors, suppliers and service companies will take part in building and running both projects. Jobs are expected first in construction. Then once the sites open roles in hotels, retail and maintenance will follow. The company plans to buy from suppliers. It also wants to give work to medium-sized firms. Training for staff will be part of the process. Technical know-how will be shared with teams.
Syrians Can Apply to Invest
Eagle Hills has opened both projects to investment from Syrians who live inside the country and those abroad. Applications are now being accepted. The company said qualified Syrian individuals, businesses and institutions come first in the selection process.
